Carbon Business Council Statement on Canada’s Budget 2026

Canada's carbon removal industry is ready to help deliver the government's investment and export agenda

The Government of Canada tabled Budget 2026 today, focused on unlocking investment and strengthening Canada's economic sovereignty. The following statement can be attributed to Melissa Hillier, Associate Director of Policy at the Carbon Business Council, a global coalition of more than 100 organizations working to accelerate carbon dioxide removal market development.

"Canada's carbon dioxide removal industry is ready to help deliver on Budget 2026's ambitious investment agenda. As recommended in the Carbon Business Council’s pre-Budget consultation submission, Canada is advancing a framework for international carbon credits, enabling Canadian carbon removal projects to access global markets. Canada's carbon dioxide removal industry is diverse and growing, working across land, air, rock and water in every region of the country. Together with Budget 2026, these measures will help Canadian projects compete for global demand and deliver durable carbon removal, skilled jobs and economic growth."

The Carbon Business Council's Canadian coalition members have identified roughly $900 million CAD in potential carbon removal credit sales waiting on a clear pathway to export. The coalition plans to engage in the development of a framework as announced in September 2026 for Canada carbon removal credits to enter global markets.

The Carbon Business Council also welcomes Budget 2026’s renewed support for clean technology innovation. New investments in Canada’s forest sector and critical minerals, along with planned updates to strengthen Canada’s carbon markets, open further opportunities for carbon removal to help Canada meet its net-zero by 2050 commitment while growing the economy.
