Carbon Business Council Statement on the Release of Geologic Storage Legislation in Quebec
The Government of Quebec has taken a meaningful step toward deployment of durable carbon removal by introducing a legislative framework for the safe and effective storage of carbon dioxide. This draft framework sends an encouraging signal to innovators, investors, and communities that Quebec is evaluating the role of carbon removal in meeting long-term climate goals. The Carbon Business Council is grateful to the Quebec government for creating a framework to scale carbon removal. Continuing to advance clear and predictable regulations will enable Quebec to unlock significant regional economic development and develop its growing carbon removal industry.
Carbon removal is forecast to be a trillion dollar industry and is poised to create jobs in provinces that establish clear, predictable pathways for deployment. As Quebec evaluates the environmental and economic potential of carbon removal, we would assert that the Province has the potential to support multiple carbon removal pathways, and that these should be explored in parallel. Quebec's carbon removal potential should be based on its rivers, coastlines, rocks, soils and forests.

Marine carbon dioxide removal (mCDR) is a rapidly evolving field, spanning early-stage research, in-water field trials, and in some cases, early deployments. As interest grows across academia, industry, philanthropy, governments, and civil society, so do questions around governance, environmental integrity, accountability, equity, and public trust.
It’s increasingly essential to have a neutral space to share knowledge and resources, raise questions, and convene conversations around mCDR across sectors and perspectives.
Conversations on mCDR are often siloed across research, advocacy, and policy. The mCDR Forum aims to address this gap by creating a dedicated space where diverse actors can share information, surface concerns, identify knowledge gaps, and explore what responsible pathways forward might look like without requiring alignment on a single vision or outcome.

Carbon removal is maturing into a truly global industry - but one with local benefits.
Last year, we saw high-quality carbon removal projects take shape around the world, with nations jockeying for position to lead the industry. As carbon markets and investment tools grew more sophisticated, the sector crossed a major milestone: 1 million tons of durable carbon removal delivered. The year also brought progress on responsible deployment, integrated into existing industries and economies, and delivered benefits for people, communities, and the planet.
Now, it’s time to turn our attention to the future. The carbon removal industry will doubtlessly face new challenges, from emerging policies to economic shifts. But also many new opportunities. The lessons from 2025 provide a roadmap for what to expect - and what to prioritize - in 2026.
