Carbon Business Council Statement on the Release of Geologic Storage Legislation in Quebec

The Government of Quebec released a draft legislative framework to enable the geologic storage of carbon dioxide, an important step toward establishing the foundations needed for deployment of durable carbon removal. The following statement can be attributed to Ben Rubin, Executive Director of the Carbon Business Council, a global coalition of more than 100 organizations.

“The Government of Quebec has taken a meaningful step toward deployment of durable carbon removal by introducing a legislative framework for the safe and effective storage of carbon dioxide. This draft framework sends an encouraging signal to innovators, investors, and communities that Quebec is evaluating the role of carbon removal in meeting long-term climate goals. The Carbon Business Council is grateful to the Quebec government for creating a framework to scale carbon removal. Continuing to advance clear and predictable regulations will enable Quebec to unlock significant regional economic development and develop its growing carbon removal industry.

Carbon removal is forecast to be a trillion dollar industry and is poised to create jobs in provinces that establish clear, predictable pathways for deployment.  As Quebec evaluates the environmental and economic potential of carbon removal, we would assert that the Province has the potential to support multiple carbon removal pathways, and that these should be explored in parallel. Quebec's carbon removal potential should be based on its rivers, coastlines, rocks, soils and forests.”

The Carbon Business Council leads a Canada working group of more than 20 organizations engaged in or exploring carbon removal deployment in Canada. Public polling released by the Carbon Business Council and Carbon Removal Canada finds that 81% of Canadians view carbon removal as important to Canada’s future. The draft legislation aligns with themes outlined in the Carbon Business Council’s Canada Policy Primer, which highlights the importance of clear regulatory pathways for scaling high-integrity, durable carbon removal across the region.
