Carbon Business Council Expands Its Role in Canada, Publishes Policy Recommendations to Unlock Country’s Carbon Removal Leadership
The Council’s Canada Policy Working Group Includes More Than 20 Leading Companies and Nonprofits Working To Build a Trillion-Dollar Industry in Canada
Ottawa, Canada, September 10, 2025 — The Carbon Business Council, a coalition representing more than 100 carbon removal companies globally, today released Boosting Canada’s Economy: Policy Recommendations to Unlock Canada as the Global Hub for Carbon Removal. The Policy Primer’s release marks a deepening of the Council’s footprint in Canada and the leadership of its Canadian Policy Working Group, made up of more than 20 companies and organizations committed to scaling carbon removal nationwide. The working group’s Steering Committee includes Arca, Climeworks, Deep Sky, Heirloom, and Planetary. The Policy Primer is available in English and French.
As Canada advances toward its net-zero targets, the Policy Primer provides a timely, actionable roadmap for federal policymakers to activate and grow a domestic carbon removal industry—unlocking high-paying jobs, accelerating innovation, and positioning Canada to lead in the emerging trillion-dollar carbon dioxide removal (CDR) market.
“Canada is positioned to lead on carbon removal with its abundant renewable energy, durable geological storage, and expansive coastlines that enable a range of carbon removal pathways from direct air capture and marine carbon removal to terrestrial storage of biomass,” said Ben Rubin, Executive Director of the Carbon Business Council. “This Primer is a blueprint for how bold, coordinated federal action can unlock a new era of economic growth in Canada.”
Prepared by a broad coalition of companies and nonprofits, the Primer outlines three pillars for building a thriving Canadian carbon removal ecosystem:
Create Reliable and Stable Demand: Use government procurement of CDR, regulatory mandates, and innovative market mechanisms to send long-term demand signals that give project developers the confidence to invest and scale.
Mobilize Strategic Financing: Deploy public capital, tax incentives, and innovation funding to reduce cost of supply and accelerate deployment from early-stage research through to commercial scale.
Establish a Favorable Market Environment: Build a supportive policy framework – anchored by clear removal targets, high-integrity accounting standards, and streamlined permitting – to help Canadian solutions thrive domestically and globally.
These recommendations are grounded in Canada’s existing legislative and regulatory frameworks and are designed to accelerate every stage of the CDR lifecycle, from research and development to commercialization and international deployment.
With the release of the Primer, the Carbon Business Council continues to expand its role in Canada. The Council’s Canada Working Group has already contributed to national conversations, including Environment and Climate Change Canada’s Direct Air Capture protocol and the Treasury Board of Canada’s Secretariat’s carbon removal procurement strategy. The Primer builds on this foundation, offering a unified voice of the Canadian and global CDR community.
This fall, the Council will release new public opinion research to better understand how Canadians perceive carbon removal and their motivations for innovation and market growth.
