STATEMENT: Government of Canada’s Procurement of Carbon Dioxide Removal

Carbon Business Council Statement on the Government of Canada’s Procurement of Carbon Dioxide Removal

The Government of Canada launched a call for bids to enable the federal departments to purchase at least $10 million CAD of durable carbon dioxide removal credits from projects in Canada. As the only government in the world with an active carbon dioxide removal procurement program, Canada is taking an important leadership role. The following statement can be attributed to Ben Rubin, Executive Director of the Carbon Business Council, a global coalition of more than 100 organizations working to accelerate carbon dioxide removal market development.

“The Carbon Business Council is grateful to the Government of Canada for building demand for carbon removal with the launch of the procurement program. By purchasing high-integrity credits for carbon dioxide removal, the federal government will provide catalytic support to projects happening across Canada and incentive innovation. Government procurement also provides a clear market signal that will help boost investor confidence and grow demand for responsible deployment of carbon dioxide removal solutions.  

Carbon removal is forecast to be a trillion dollar industry and is poised to create jobs in countries that establish clear, predictable pathways for deployment. Canada is poised to play a leadership role. As carbon removal scales in Canada, taking a tech-inclusive policy approach will ensure a level playing field for innovation.”  

The Carbon Business Council leads a Canada working group of more than 20 organizations engaged in or exploring carbon removal deployment in Canada. Public polling released by the Carbon Business Council and Carbon Removal Canada finds that 81% of Canadians view carbon removal as important to Canada’s future.

The federal CDR procurement program aligns with themes outlined in the Carbon Business Council’s Canada Policy Primer, which highlights the importance of creating reliable and stable demand to de-risk investment. The Carbon Business Council has been engaging with the throughout the development of the federal CDR procurement program, including by providing industry feedback on the Treasury Board Secretariat’s request for information
