Carbon Business Council Launches Latin America Working Group, Catalyzing Carbon Removal in the Region Ahead of COP30

Belém, Brazil, November 5, 2025 – The Carbon Business Council (CO2BC), a global coalition of more than 100 leading carbon management companies representing over $16.5 billion in combined assets, today announced the launch of its Latin America Carbon Removal Working Group, a new initiative to accelerate investment and deployment of carbon removal across the region.
The initiative brings together stakeholders across the carbon value chain — including standards bodies, insurers, banks, and project developers — reflecting the diversity of actors driving climate solutions in the region. The Working Group is designed to unlock the region’s potential as a global leader in carbon removal, by uniting companies operating in or engaging with Latin America. The working group is strengthening regional policy engagement and spotlighting local leadership ahead of COP30 in Brazil.
“COP30 is placing a spotlight on the promise and potential for Latin America to be a global leader in carbon removal,” said Ben Rubin, Executive Director of the Carbon Business Council. “Latin America has the talent, the resources, and the ambition to be a market leader in removals, and the Latin America Carbon Removal Working Group is about turning that potential into action and investment.”
The Working Group is chaired by Isaac De León Mendoza, a trusted regional leader with extensive experience in global climate and energy negotiations. Participants include (in alphabetical order): Boomitra, CarbonFuture, CERCARBONO, Exomad Green, Future Climate Group, Howden, Lab (Inter-American Development Bank Lab), InPlanet, KfW (German Development Bank), Mombak, Mitsubishi Corporation, Silica Carbon, Terradot and TierraPrieta, among others. Leading development banks and financial institutions are also participants.
“Latin America plays a pivotal role in the future of carbon removal,” said Isaac De León Mendoza, Chair of the Latin America Working Group. “By linking local expertise with a global coalition, we can build the financial, educational, and policy bridges needed to help the region reach its full potential.”
Companies involved in the working group will be on the ground in Belém throughout COP30 to highlight carbon removal opportunities in the region. A near-term focus of the working group is the development and publication of an Investment Roadmap to identify opportunities for scaling high-integrity carbon removal pathways, mobilize public and private finance, and highlight avenues for regional collaboration. The roadmap will be released in early 2026.
The launch of the Latin America Carbon Removal Working Group reflects the Carbon Business Council’s global growth. Earlier this year, the coalition announced a working group focused on removals in Canada. The Carbon Business Council is also deepening its footprint in Europe.
